Erica Kavanagh joined the U.S. Environmental Protection Agency, Office of Inspector General (EPA OIG) in June of 2024 as the Associate Deputy Inspector General. Ms. Kavanagh provides oversight of the Immediate Office staff, special projects, and program management.
Ms. Kavanagh started her career in the Federal service as a Presidential Management Fellow at the Department of Health and Human Services. Later she segued into the human resources discipline of labor and employee relations and worked for several agencies such as the Centers for Disease Control, the Bureau of Alcohol, Tobacco and Firearms, and the U.S. Customs Service. After attending law school at the University of Mississippi School of Law, she continued her federal career at the Department of Homeland Security and then at the National Credit Union Administration.
Ms. Kavanagh joined the Inspectors General community as the Director of Human Resources at the General Services Administration, Office of Inspector General (GSA OIG). She has remained in the OIG community over the last decade serving as the Deputy Inspector General for Administration/Management at GSA OIG and during her previous tour at the EPA OIG. In these roles she has been responsible for providing mission support services in the areas of HR, IT, budget, contracting and procurement and facilities and space management.
Immediately prior to rejoining EPA OIG, Ms. Kavanagh served as the Assistant Inspector General for Administration for the Special Inspector General for Pandemic Recovery (SIGPR) where she led the effort to stand up this brand-new agency from legislation to full board operations across the agency.
In addition to her law degree Ms. Kavanagh has a BA in Political Science and MPA in Public Administration from Southern University.
